Italy, Buddhist Union Sign Concordate

 

(m.i.) On October 21, 1999 a commission of the Italian government and the Italian Buddhist Union (UBI) signed a memorandum of agreement for a concordate ("Intesa"). Formal signature of the agreement by the Prime Minister and the President of UBI should follow (comparatively) shortly. The concordate will then be approved by the Parliament (where little or no opposition is expected) and come into force. Italy has a system of concordates called "Intese" regulating the State's relations with a number of religious bodies. Concordates provide inter alia for spiritual assistance in the military forces, hospitals, public schools and jails, and legal recognition of marriages performed by a priest or minister. An important feature is the entrance of the religious bodies with a concordate into the 0,8% system. This is a peculiar Italian system where each taxpayer should devote 0,8% of his or her taxes either to a religious body or to the national public charity system by crossing the preferred institution's case on the tax form. Unlike in Germany, if the taxpayer fails to cross a case he or she does not keep the money, that is divided between the different bodies according to their national percentage scores. For example, if one does not cross any case and the Catholic Church case is crossed by 90% of those who crossed a case, and the Baptist Church by 2%, 90% of 0,8% of taxes paid by the non-crosser will go to the Catholic Church, 2% of 0,8% to the Baptist Church, and so on. The percentage of the State charity, plagued by scandals, remains minimal. Most Churches advertise through TV and other campaigns to capture the unchurched's 0,8%. Participant Churches and religions include, so far, the Catholic Church (from 1984), Waldensians and Methodists (1984), Seventh-day Adventists (1986), Assemblies of God (1986), the Jewish Communities (1987), Baptists (1993) and Lutherans (1993). Buddhists will now join, while difficult negotiations with Jehovah's Witnesses and Islam are pending. The Buddhist concordate is the first with a non-Christian and non-theistic religious body, and the Italian Buddhist Union will become the first such body recognized as a State-supported religion. The Italian Buddhist Union does not include the largest single Buddhist group in Italy, Soka Gakkai (22,000 members). The UBI and Soka Gakkai have both published press releases denying that Soka Gakkai is interested in joining UBI, or UBI in including Soka Gakkai, yet emphasizing that UBI and Soka Gakkai enjoy excellent relations in Italy where Soka Gakkai co-operates with other Buddhists on a regular basis (unlike in other European countries).

"Ieri la firma - Intesa tra lo Stato e l'Unione buddista

("Avvenire", 22 ottobre 1999)

Roma. A conclusione dei lavori dell'apposita commissione presieduta da Franco Pizzetti, è stata siglata ieri l'intesa tra lo Stato e l'Unione Buddista Italiana (fondata a Milano nell'85 riunisce 34 centri).
Hanno siglato le bozze la presidente dell'Unione, Elsa Bianco, e il sottosegretario alla presidenza del consiglio, Franco Bassanini.
L'accordo, in attuazione dell'articolo 8 della Costituzione, verrà sottoposta nei prossimi giorni all'esame del consiglio dei ministri, sarà poi formalmente sottoscritta dal capo del governo e da Elsa Bianco, e verrà quindi trasmessa al Parlamento per la definitiva approvazione.
Con l'approvazione dell'intesa, che giunge in porto proprio nei giorni in cui è in corso in Italia la visita del Dalai Lama, cesserà di avere efficacia nei confronti dell'Unione Buddista Italiana la normativa risalente al 1929, sui cosiddetti «culti ammessi». Ne viene perciò riconosciuta l'autonomia. Agli appartenenti all'Unione è garantita, nel rispetto delle norme sull'obiezione di coscienza, l'assegnazione al servizio civile, in quanto contrari all'uso delle armi; l'assistenza spirituale negli ospedali e negli istituti penitenziari; il diritto di non avvalersi di insegnamenti religiosi e di istituire proprie scuole.
Con l'approvazione dell'intesa sarà esteso all'Unione Buddista il sistema dei rapporti finanziari tra lo Stato e la Chiesa cattolica e le altre confessioni religiose che hanno già stipulato un'intesa, e cioé la partecipazione alla ripartizione della quota dell'8 per mille dell'Irpef e la deducibilità delle offerte.
